The foundation for establishing the Center is vested in the excellent resource base and track record of Cardinal Point Strategies and TWL Corporation. CPS CEO and CEA HSRC National Director Paul Goldenberg’s professional experience as a former law enforcement executive and a County Commissioner of one of the largest counties in the country, provide him and his staff with an in depth understanding and sensitivity to the challenges and issues county executives are facing on a daily basis.
